Short answer
Want to support a Japanese artist by asking for a new work? pixiv has a Requests feature for that. Before you write anything, understand what the creator can decide and what your request does—and does not—settle.
Start with the creator’s request terms
pixiv’s request-flow help directs fans to the Requests tab on a creator’s profile to see their open terms. The feature’s overview says creators choose which requests to accept; sending one is not a promise that they will take it.
Put the important details in your first message
pixiv’s writing guide asks you to describe the work honestly and concisely and explain how you intend to use it. It says the offered amount and message cannot be changed after sending, and additional instructions cannot be added afterward.
Give yourself time to gather your thoughts. The same help article says creators retain creative freedom and that fans cannot demand revisions or cancellation because details were not followed.
Request privacy and use permissions are separate
Under pixiv’s public/private request help, the creator chooses the request’s visibility. A requester cannot change that choice. That is separate from how the finished work may be used.
pixiv’s rights help says the creator keeps the rights to the work. Its usage-permission article tells fans to specify additional intended uses when sending the request, rather than adding them after completion.
Read the current guidance for your situation
pixiv’s Sending Requests help includes country or region restrictions and translation guidance. Use those current help pages for your circumstances; this overview does not establish eligibility in every country.
If you wanted to join a creator’s regular fan page instead, start with Japanese fan sites compared.
